      Recommendation #33 =E2=80=93Request =to GNSO for further work on Transfer Dispute Resolution Policy and Potentia=l New Dispute Mechanism - The working group recommends the GNSO request an =Issues Report or other suitable mechanism to further research and explore t=he pros and cons of (i) expanding the TDRP to registrant filers and (ii) cr=eating a new standalone dispute resolution mechanism for registrants who wi=sh to challenge improper transfers, including compromised and stolen domain= names. There remains a need for an intermediary mechanism to remedy unauth=orized transfers between ToS claw backs and litigation as well as other iss=ues as may be identified by the GNSO.

      Steinar's recommendation is in favor of eliminati=ng Section II from the Transfer Policy; instead, the working group recommen=ds that a standalone =E2=80=9CChange of Registrant Data=E2=80=9D policy MUS=T be established, existing outside of the revised Transfer Policy. For the =avoidance of doubt, the working group is not recommending a new PDP to esta=blish this standalone policy; instead, the working group is recommending th=e Change of Registrant Data Policy be created as part of the implementation= of these policy recommendations.

        At-Large Workspace: Phase 2 Final Report on the EPDP-IDNs for IC=ANN Board Consideration

        • Following the GNSO Council==E2=80=99s approval, the ICANN Board is seeking the community=E2=80=99s inp=ut on the Phase 2 Final Report regarding the Expedited Policy Development P=rocess (EPDP) on Internationalized Domain Names (IDNs) (hereafter =E2=80=9C=EPDP-IDNs=E2=80=9D). The GNSO Council=E2=80=99s approval on all twenty (20)= Outputs, including fourteen (14) policy recommendations and six (6) implem=entation guidance, obligates the Board to adopt the recommendations under t=he ICANN Bylaws, unless, by a vote of more than two-thirds, the Board deter=mines that the policy is not in the best interest of the ICANN community or= ICANN.
